The scheduled spaces-skill-concept-management run stripped the
`[skills](skills/index.md)` bullet from heading-less HOPPER indexes and
re-appended it with different wording, then logged the edit. That left
docs/index.md and docs/log.md dirty in the SPARTAN checkout after every
run and blocked each ff-only deploy pull.
